Obviously the mixer has a master volume, but as you've just outlined, that just goes into an amp. The amp should be tuned such that if the master volume is cranked on the mixer, it won't make people deaf.
Let the DJ go to the sound techs and complain if he thinks he's not getting enough juice. That way nobody has to "blame" anyone for the headache, because it won't happen in the first place.
Personally, I think that all club equipment should be modified to send a powerful electric shock back through the mixer whenever the RMS goes above a predetermined level, but the next best thing is to just limit the damage they can do.
