No.
It depends on what you mean by "strength". Doing low reps and high weight will put a lot more strain on your joints and tendons. This strengthens your joints and tendons, not so much your muscles. Doing mad high reps will not do as much for your tendons/joints, but will increase the endurance of your muscles - hence your actual MUSCLES get stronger.
If strength is the ability to quickly yank something heavy up like a power lifter, then yes, low reps are good - stop you from breaking shit. If you want to be able to lift something under more control, high reps.
