You've essentially outlined how the policy worked, but yet condemn it at the same time. This doesn't make sense.

Criminals will be criminals. These kids would rather sell drugs because it's a fast way towards money. It's easier than going to school for 14 years and getting a job. And as I said before, it doesn't help that their idols glorify the criminal life.

You say that as though you have unequivocal, 100%-positive proof that, had the budget not been slashed, this wouldn't have happened. There's always a "Should've, Could've, Would've" in situations like this, but to blame this on the administration's budget cuts when it's perfectly likely that it could've happened even with an increased budget just smacks of an asinine attempt to make something you hate look even worse.

That ruling will get tossed out if it ever goes to the Supreme Court. It also only applies to the practice under the "clean halls" policy, not the practice in general. Also fairly ironic that at least one of the officers in that picture is black, the other may be latino, and one of the people being frisked is white.

The policy 'works' in the same way that being a criminal 'works'. Sure, for some, it might be a 'fast' (ha) way to money, but over a long enough period of time, the blowback and social repercussions are inherently corrosive.

Yes, the subculture that promotes such activity is troubling and seductive (not to mention hilariously unrepresentative of those very idols' lifestyles), but it can co-exist with a society that promotes equality and uniform opportunity for people, regardless of class or race. Stop-and-frisk does not promote this; in fact, it might just be whitey's fascist and diametric response to hip-hop culture, equally as troubling.
