The policy 'works' in the same way that being a criminal 'works'. Sure, for some, it might be a 'fast' (ha) way to money, but over a long enough period of time, the blowback and social repercussions are inherently corrosive.
Yes, the subculture that promotes such activity is troubling and seductive (not to mention hilariously unrepresentative of those very idols' lifestyles), but it can co-exist with a society that promotes equality and uniform opportunity for people, regardless of class or race. Stop-and-frisk does not promote this; in fact, it might just be whitey's fascist and diametric response to hip-hop culture, equally as troubling.
