If it's thrown and hits the ground, the play's over. Once someone runs with it, though, it's live. So if someone's running with it, and he gets hit & drops it, the play continues. If the quarterback throws it, and it bounces around and nobody catches it, the play's over. If somebody catches it, starts running with it, and then gets hit and drops it, the play continues.
