Not necessarily. Depending on their mass, physics dictate that the tires can move a bit upward because of the impact of the previous one, before rolling down.

A guy called Rube Goldberg used to draw animations of complex machines like this one. They were quite popular at the time. Here's a site about it.

the only way that tire sequence could be real is if the tires were weighted in the front. they gain speed after a slight delay from being hit. the only way this could happen considering they are going up hill is if they were weighted.
