This question runs right up my alley, since I'm a location scout.
Bucky has the right idea with condo units' rooftops- but then you would have to deal with noise complaints from the tenants. Most office buildings roofs I've been on always make me sign a release waiver before they take me up there, so that I don't sue them if I fall off and die, or something. Most office building rooftops aren't condusive (or zoned I'm guessing) for being a 'safe' place to party- ie: gravel flooring, protruding pipes/ chimneys/ wires everywhere, low barrier walls, and huge sunken 'pits' in the roof to house cooling towers.
Best bet would be to do it on a condo's roof and have it end early, or look into the rooftop at Atlantis, which is quite nice, but probably pricey.
