Not really ... I think his position operates at a higher level than that. It is his responsibility to berate those responsible for this sort of thing though.

Hehe Bush is commander in the sense that he gets update reports from the Pentagon ... he doesn't actually command in the tactical or strategic sense. My God what a fiasco that would be.

It wasn't Bush's responsibility to think of Iraqi museum looters in the post-war era. Like Occrider said, It would be the responisibility of Cmdr. Tommy Franks, considering he is the highest ranking officer in the "hot zone". It would, technically, also be the responsibility of the man the U.S. chose to facilitate the rebuiling of Iraq.
