nope, it was a procaution (is that a word) "maatregel", cause that farmer had some cows from Spain, and in Spain there was BSE, so they made thet "maatregel" just to be sure

LOL talking of cows, there is a town in the UK called Milton Keynes and its famous for having Concrete Cows !
Cos its one of those " purpose built towns " no where near farm land and hence no Cows so to make the place look more friendly they put concrete cows by the roadside
