Sounds easy: Reverse Ctrl+R, add Echo and/or Reverb, reverse again.
However, the length of the track does not increase due to reverb, and the effect gets cut off. You have to manually insert a silence at the end to make room for the fx. Also the whole vocal gets a reverb which is not what I want.

This is because WaveLab works differently than SoundForge/CoolEdit. The effects are just in preview mode, so you can easily switch them on and off. If you want them to be permanently applied to the track, you have to render it first, before you reverse it again. Otherwise, the reversing before reverb wouldn't do anything.

Uh, I don't know what version of WaveLab you have, but mine (4.00) has Process -> Pitch Correction, and an option called "Length Compensation" when set to 100, should keep the track the same length.
