Mate, I know it may sound like a joke, but this is techno. In fact, this thing is funny because it's true.
The media usually calls techno anything that sounds electronic because they're a bunch of experts on things they don't know. As simple as that: and unfortunately people buy it, so it became an "umbrella term" almost as meaningless as "electronica". If you really want to know, most Scooter tunes could be easily labelled as sub-genres of house music (the cheesiest ones, that's for sure), with some hardcore, trance and even drum'n'bass or electro influences in it.
But techno? Mate, I used to like Scooter a lot when I was younger (I listened to 6 whole albums) and no, there was no techno ... at all Maybe you could say that "Scooter - Move your ass" is acid techno, but it's muzzarellic acid trance
