I have the same problem here at WPI, but I've been hearing lots of good things about IRC. What are some chatrooms/places to look at for trance-minded people?

such as

#gdjb
#auta (i think)
while they're not for file sharing, sometimes you'll find people there who'd be glad to dcc a few tunes to you, although if you're new and not on the "in" crowd, you'll most likely get flamed.

Yeah, I'm also at WPI and have the same problem Stasis has. I heard of a way of encription, so the campus network ops won't notice what your downloading and from where. I haven't tried it myself bc I'm on probation, and a little mistake and I'm off the network for good.
