personally i like smooth bass sounds, and rather than figure out what programs are good for bass, just go with what sounds good and what sounds bassy! As was said above, those vstis that people dont associate with bass have some great presets to work from, and with a bit of a mess wit hthe sliders and nobs you can create house shaking warbles

Don't forget the mighty Junglist from Synapse! That thing rox! Although I also like VB-1 from Steinberg (free) but it's fiddly to get something alright with it, and isn't the best for low bass sounds.
