That might have been the case in the early days of althlon xp, but not anymore. That number is the "PR rating" and its based on the variety of benchmarks which AMD has done previously.
Nowadays, there are 2 main athlon XP cores: the "throughbred", and "barton"
there is also a palomino core, which was built on a 0.18 micron process, and originally for notebooks, but I dont see too many people with those anymore

AMD owns intel in the lower end processor market, but has had trouble keeping up in the high end market. Don't forget, clock speed doesnt mean anything (cause AMD processors do more work per clock cycle). This is why Athlon XP @ 1.47Ghz sweeps the floor with Intel P4 @2.0. But ever since the introduction of the new P4"C" intel models (2.4Ghz and up, with the 800FSB, and HT), AMD has had trouble keeping up..

that helped ALOT 
i know for a fact that my xp2000+ can get to 1.6ghz as i gotten that speed in 98 before, but when i went to set the FSB speed to 133mhz in the BIOS, my XP wouldnt boot up, then i got some error abt corruption in the MBR/bootsector damaged etc
so i got the option to CHKDSK it, i did that and windows just put my entire C: to one file, and my C: got entirely corrupted.
my mobo has got some function on it which if the processor is overclocked, it wont boot or something.
i'll try again and hopefully it will work this time, atm my FSB is at 100mhz, which denotes the 1250mhz performance

my motherboard supports both 100/133mhz, it says in the manual, that i gotta short some jumpers to set the FSB as well as do it in the bios, but when i went to set the FSB (jumper wise) the system didnt get past the POST and my monitor didnt boot up, so i had to reset the CMOS, then the problems started happening again...
i got into windows with an overclock of 120mhz, that made my pc run at 1.5ghz, which is below what it should be at. my C: started to go corrupt. i had to reinstall XP, so i did that. now im back to square one, at 1250mhz. i fucking hate this, my processor is capable of 1.6ghz but the system is happy with 1.3ghz...POS
well, i guess im stuck at 1.3ghz.
