If your trying to color a hand drawn photo, I do not reccomend using the line tool to sharpen the edges.
Instead, make some high quality copies of your design in case you fuck up, then take an ink pen and carefully trace where you need the outline. Use a thin pen so that you can easily edit it away later if you wish. If your not confident with your drawing skills (i.e. you think the line wont come out looking clean) you can purchase "curves" in many art stores, which are basically just pieces of plastic or metal in various angles to help make your curves perfectly clean. Once your done tracing over the pencil, just erase away the remaining pencil (or if you ink'ed a copy, just edit it out in PS).
I'm not a serious artist but I beleive that most serous artists do pen their drawings before putting it in photoshop, simply because you have so much more control with a real pen in your hand than with the pen tool in PS.
