Very easy to do in cubase sx as already stated. If we use the word STUTTER as an example all you need to do is cut the audio file at the appropriate place (i.e. each letter) and then space them out rhythmically e.g. S_S_SSSS_T_UUU_UUU_T_T_T_T_E_E_EE_EE_R__R_R_R__R (please note I have only used this as a random pattern - looking at it it wold probably sound shit but it is for an example only )
