Exactly.
Those of you suggesting "tougher laws" for criminals are getting it all wrong. Even if he was 16, and the law still said that the punishment for this crime should be anal rape prior to being electrocuted, the result would have been no different. I hardly doubt he was weighing the pros and cons of his action at the time...
Now, tougher laws could potentially have some deterrent effects for career criminals, that's a totally different story.
