This is contemporary wushu (sport/performance kungfu). It is a rehearsed 2-man fighting routine (staff vs. 3-section staff). I think this clip is from Beijing Wushu competition a long time ago.

Contemporary Wushu was basically developed in China around the 1950's, as a competitive sport derived from Kung-Fu, emphasizing the performance aspects with acrobatic moves and stuff, and getting rid of the self-defence, philosophy, etc.

It's been widely used in movies and stuff, especially modern kung-fu movies. Jet Li was National Wushu champion at age 12, Darth Maul trained in Wushu, etc.
