Only if you steal other artist's work without their permission, but if you buy some samples or get some provided for free, usually you can do pretty much anything with them...sometimes you're required to give credit though, as in "samples taken from ______. Used with permission."

nah im just talking about drums and i dont take anything to long. just tiny things that I have named snippits

I just love those choons that have really "snippity" drum beats

Eh? I think you got it confused. A one-shot is a sample of just one note or one hit of the instrument. So hitting the hihat once and recording it would be a one-shot sample, same with playing a single note on a flute and recording that.
