I'm wondering though...
Is it acceptable to list partial GPA's?
Like overall GPA (excluding freshman year) = 3.0
and then maybe explain how you've improved etc...
or would I look like an idiot?

hmmm...never heard of anyone doing that. you could certainly do something like that for your major though...like in my case...Business GPA or something like that...

GPA doesnt mean jack..lets say u have a 4.0 and the other guy competing for the same job barely made it through college but has a shit load of experience...guess who is gettin the job? the experienced guy. try to have some extra activities at school,internships,part time jobs and all that good stuff..GPA doesnt mean jack.

I go to Lehigh, I was exaggerating with the 1.5 bit. It's probably like a low 2 w/ only my engr classes and no electives.
Here you get kicked out if you go below a 1.8 for 2 semesters in a row.
