Overkill as in wasted money for something you will never use.
A more powerful card would use less cpu power if anything.
The only graphics card that I can think of, that would leech a noticible ammount cpu power in a 2d situation, would be integrated graphics.

Pretty much..
There might be some differences between those manufacturers but not that huge that it would really matter..

Looks like that card uses the same ATI chipset. Just make sure that it comes with a DVI-VGA adapter (unless you are using 1 digital monitor and 1 analogue monitor...). But you already knew that...
