The best way to go about it would probably be to go over and say "hey neighbour, would you like me to mow the grass for you?"
To be extra tactical, do it on a day when yoi are mowing your own lawn, so you can conveniently go over and offer to mow theirs as well.

I'm sure they would be happy to oblige.
