It might not have quite the same effect under club lights, but the easiest way would probably be to just cover everything you dont want painted with tape, and then spray paint it with regular neon spraypaint.

Then if you can you could add a design by hand(paintbrush) using glow paint, or else just normal neon paint again.

dont just tape up your cans, take them apart providing you dont snap anything then they should look alot neater and go back together no probs

tried this with a previouspair of mines, just a pair of £20 sonys and spray painted them, worked out quite nice but there was some slight bubblingof the paint on certain parts

maybe 2 or 3 sprays wouldve done the trick but maybe just use a small paint roller to get a smoother texture and more controlled paint job

Good idea to take it apart if you can. Don't use a roller, if you know someone with an airbrush (small one) that should give you better control than a spray can and will look better than a roller (and get in all the cracks and corners).

look at me coming to the rescue.

one of my jobs during the school year is @ home depot.

i can tell you EXACTLY how to do this. first, painters tape is cheap and super easy to cover all the parts u dont want sprayed. second, we rent air brushes for non-compressors. i'm not sure if u have ever seen a passload gun before, but they run off 12oz CO2 tanks. Airbrush w/ that FOR SURE. I think what Mr. Picotto's friend/fan uses is first a glow & dark base/neon primer (very hard to find, try a real art store). Then its the color desired and then a gloss which is why it looks so cool under the lights. What i want to do is a greenish/yellow neon color, let that dry and then paint ghost flames on the side and then gloss over just the flames. So if you can picture this, the neon will glow the same color all night but the flames will turn the same color as whatever light is hitting it.

yeah agreed an airbrush would be better but most cant get hold of them unlike a spray tin or roller which are readily available
