look at me coming to the rescue.
one of my jobs during the school year is @ home depot.
i can tell you EXACTLY how to do this. first, painters tape is cheap and super easy to cover all the parts u dont want sprayed. second, we rent air brushes for non-compressors. i'm not sure if u have ever seen a passload gun before, but they run off 12oz CO2 tanks. Airbrush w/ that FOR SURE. I think what Mr. Picotto's friend/fan uses is first a glow & dark base/neon primer (very hard to find, try a real art store). Then its the color desired and then a gloss which is why it looks so cool under the lights. What i want to do is a greenish/yellow neon color, let that dry and then paint ghost flames on the side and then gloss over just the flames. So if you can picture this, the neon will glow the same color all night but the flames will turn the same color as whatever light is hitting it.
