Van Damme was a martial arts champion in Europe for his day - if I remember correctly, he took home several first place medals in the 70s for European opens and the like. He moved to the USA to make movies while still maintaing his training - sure, he's been out of the tournament competetion circuit for a long time, and would probably get pwned by all the XMA whores out there these days (I say the with the utmost respect ) but I think he's a very talented martial artist nonetheless. Have you ever seen him do a jump-spin hook kick? It's at like, 6 feet! (that's pretty good considering you have to jump high and put your hips in the right position) He's no Hee-Il Cho, but van Damme knows his stuff methinks.
van Damme has always been a screen-presence first-off, whether you like him or not - that's his objective. So naturally, he's going to want to look good and buff - too much muscle mass can sometimes lead to him looking stiff in his movements I suppose, but he's still got very well-formed kicks. (TKD critic here )
He's not the greates at anything, but there are very few who are... it's just a matter of watching and enjoying - as with all of van Damme's movies.
