If your provider charges for incoming (I'd double check to be safe), I would call them and ask them why? I'd love to hear the reasoning. If you called them and convey your situation to them. You're receiving unsolicited messages on your phone and being charged, I honestly can't see them ignoring this issue.
I'm almost positive this is why Fido (for example) does not charge for incoming. It's very hard for them to decide what is legit and not legit, ( ie. what to charge and not to charge), so they simply nail you on the outbound. I just can't see the inbound charge, if that were true and can't be changed, I could totally screw your bill over, by sending message after message and you can't stop me.
Personally, I'd call and ask/complain if necessary.
