I think you can make the argument that Clinton got lucky due to the fact that the internet boom occurred under his watch. This created an entirely new market place and helped increase commerce by allowing people to shop without going anywhere.

Had this happened to any other president, theyd also have had records surplusses with a great economic record...

Don't believe what the candidates have said during their campaigns, 99.9% is said to make you vote for them and will never come to fruition. And you know what, there's absolutely no way to hold them accountable for it, at least for four years. Well, if you like stability, then you should have voted for Kerry, because every his decision would be double-checked by the congress, which would effectively result in a centrist government. Bush, on the other hand, would usually have the congress support behind him, so it's something that would pusht the country more far to the right, than would Kerry's election push it to the left.
