Theres been talk about California eventually doing this (in 50-100 years) via a popular vote. Hmmm. I don't know about secession, but I am aware that Texas can legally break itself into something like 5 new states under some caveat in its state charter. I'd have to defer to Yoepus for specifics, but that's how I understand it.
