Let y'all in on some insight here:
I'm in the imarketing/iadvertising business. CPA (cost-per-acquisition) model type of marketing campaigns are nothing new to the ad biz - they've been around for ages. Offline it's called Direct Response (DR).
What the internet has done however, is that it has given the end-purchaser/act'er the ability to share in the revenue that is generated on the action (sale, sign-up, registration, response, etc).
Be happy - in the "old world" you wouldn't get shit for doing an action (other than the direct benifit).
Offline - how do you think a big chunk of the infomercials on TV are paid for? You got it - DR (CPA). Same goes for a chunk of all the direct mail - they usually all have some DR/CPA component to the media spend.
So.... Back to the question at hand:
Is this legit? Possibly. Some of these guys actually DO send product if you complete the (usually) detailed requirements. Some make the requirements so difficult that it is impossible to complete - so beware.
However - if you're that desperate for cash/goods - I can send you 100s of DR/CPA type of advertisers who you can sign-up for and collect the revenue yourself. I get probably 10 to 15 phone calls per day from companies saying "promote my shit, i'll give you $X for every action". The $X ranges from a few $ to a few hundred $ depending on the action.
As a matter of habbit I turn them all down, as I believe that any promotion or media spend has SOME branding value and thus should have SOME up-front cost to go with it (not just DR/CPA based).
It's a pretty damn good proposition for an advertiser/marketer - only pay for the media/promotion if someone actually acts/buys - but it completely ignores that EVERY TIME somone sees a product or brand, there is value to the advertiser/marketer.
