Basically what I'm saying is, in today's age of PC gaming, if you're capable of running Half-Life 2, you probably have the internet. If you don't, then you're definately in the minority which Valve doesn't really care about. Also, I'm pretty sure that registering HL2 is a 1-time thing. You don't have to be online when playing single-player.
