I just formatted so defragging and checking for spyware won't do to much. Are there any tweaking programs specificaly for this, that will devote more resources to the game or something like that, or make the game directory faster for the computer to read?

if that didnt work then your equipment is slow and/or u have a bottleneck somewhere. get a almost top of the line system and overclock till you are good to go for couple of generations. my overclock athlonxp-m still does me good for what i do till something major happens or something like that
If your using a Pentium Celeron or AMD Duron, don't bother tweaking, those are cut down perfomance CPUs wouldn't have much of an effect.
There are Video Tweak Programs and Software CPU overclocking, you just have to know what hardware you've got, theres a few Game Tweak Guides so Google them down.
But really when it comes to Games, Its about the perfomance which makes it Great!
Get 2nd hand parts If you have to.
Oh and Defragging will only speed up Loading Times.

Also motherboard Chipset Drivers do a good boost, depending what chipset you have, get the appropiate update for it

I'm running an Athlon 64 3000+ Winchester core. It's supposed to be an overclocking beast; a CPU that can be easily pushed to 2.4GHZ from it's standard 1.8GHZ using stock Heatsink & Fan.
And guess what? I can't push mine past 2.1GHZ.
SO yea, I also don't recommend OC'ing, unless you really know what you're doing. And, like I said before, you have the right hardware and some LUCK too.

It doesn't matter much anymore since I got my NX Geforce 6600GT
Along with the new computer that had a gig of ram and a 3ghz processor, but it was taken back so we could get something faster
