It has been rather well demonstrated that any potential effects that minds have on RNGs is not mediated by the electromagnetic force. What it may be mediated by, if it exists at all, is anybody's guess.
On the other hand, I would also be wary of the article you posted from SkepticReport. Without going into too much detail, I suggest being skeptical of articles authored by Claus Larsen.
