I think the author of this article is trying to overhype the level of terrace violence in England during the 1980s. Much of that article supposedly relies on word of mouth, but if you actually speak to people who regularly attended games through the '80s they'll tell you it was nowhere near as bad as the journalists and authors (who need to dramatise it to sell their books) make out. My mother went to Milwall games in the 80s and said she never once saw any trouble in or around the ground, but if you read some of these hooligan accounts it sounds like utter chaos.

The author is right about the issue of overcrowding though, for years before the Hillsborough tragedy supporters were treated like cattle. My dad went to see Newcastle play at Hillsborough a few years before the tragedy and said that throughout the first half of the game his feet barely touched the ground, and that people didn't want to raise their hands in the air for fearing of not being able to bring them down again. He also said at times it was difficult to breathe as there were surges in the crowd. I think many supporters had a personal connection with Hillsborough and Heysel because they knew that on another day it could have been them, such was the level of overcrowding at some games and the fencing that held supporters in meant that there was nowhere to go if you were getting crushed.

it didn't need to be that bad though. If the stadium wasn't so old and crappy and the Belgian police had actually planned the event out better, not as many people would have died. But you're right, it takes two to fight. Unfortunately, most people heaped blame on the English fans. As a result, English teams were banned from European competition for 6 seasons. Italian teams or fans were given no punishment.
