Ever think that maybe it GRAZED his thigh? Some people have nerves of steel thereby having them NOT flinch or do anything of the sort. I was a firefighter for a nice almost 2 years and I've experienced a few gun shot wound victims. At least a handful of them were walking around like nothing happened when we arrived.
Ever hear of "making the image"? In other words, wearing the vest is much more eye-candy (which, in result, will probably cause the people to pay a little bit more attention to him rather than him wearing a plain old cop suit) and was done for those purposes.
Was this some sort of HIGH TECH camera so as to catch the event so as to make it look good? No... This is a class or some event that has students in it. I used to be a high school student, at one point in time, and I specifically remember that througout all my years in school (grade, middle, and high) there were "events" that occured where it'd be mandatory to attend. Usually there were the AV people from the high school to film it for one reason or another. This looks like amateur crap work. In other words, if it wasn't a parent that was filming, it was probably the poor-ass AV club/people.
