Just keep practicing.. The more you talk in public, the more you'll get self confidence.
I often have to do presentations for school, at the beginning I was always shaking like hell but now it's OK (although I still get nervous).
edit: I've seen Hero, it's beautiful but I preferred Crouching Tiger, Hidden Dragon.

and you don't have a social disorder, a disorder implies that it is abnormal, and this is very prevolent. what you can do is try to learn relaxation techniques. Certain ways to breath, thing to think of that calm you...and utilize those when talking.
also this part is kinda not practical and is usually only used for serious cases that need solving...but try to talk in front of a smaller groups....find what number you are comfortable talking to, and then find another group...a little bigger....to talk in front of. pretty soon 10 - 15 is no problem when you've talked in front of 8 with no problem, all the while utilizing relaxation techniques
that is all.

Also, what exactly is your fear? Saying you're afraid to speak to a group is somewhat vague. If you could be more precise in what your fear is it may help.
I'll try to explain...
Not sure what you mean by debilatating fear, but I guess its one level over "annoyance fear"
say Im thinking that Im doing my talk tomorrow, my heart starts to pound slower. its really weird. I even get "scared" just thinking of doing a presentation.
I just get nervous I guess, and afraid I might say something wrong or pronounce something wrong. Maybe im afraid of doing mistakes, and thats why I get all nervous?

i was going to say the ame thing. best way to do this is, when ur relaxed or feeling totally like urself. study what position ur body is in. how ur breathing is different and what ur thinking abt. and if u study those u can baically make urself feel that way anytime u please by recreating that.

A debilitating fear is fear or anxiety so strong that it prevents you from doing something (like if you fear cats and the fear is so strong you cannot be in a room with a cat). Clearly your fear is not debilitating. Good news is that you do not have an anxiety disorder.
Are you afraid because you're presenting in English? If so the best trick you can use to ensure you don't mispronounce words is to write them phonetically (how it sounds) on you cue cards. I use the same trick when I have to present in French, it works great.

I talked to my teacher and said I might hand it in on tape, but she said you seem like a confident speaker. I've been an exchange student in australia fro 10 weeks now, so yeah, i dont know what to do..
go for a speak, or tape it?

I'm in the same boat as you are, I hate speaking to a group of any size. However, once you're done with it, you notice that it ain't so bad. If you decide to tape it, I think you're just avoiding the issue, and won't be helping yourself much.

If you do these things right before the presentation, it should help a lot, these techniques are a staple in the salesman world
1. Sit down, relax, and think about the worst thing that can happen during your presentation. Ask yourself if this outcome is worthy to worry or be nerveous about. Then affirm to yourself that you accept this outcome if it does happen, and that you can live with it.
2. Close your eyes and VISUALIZE your presentation if it happened to be the best presentation of your life. Really get into it, with lots of details about how confidently you talk, and how your audience is totally into it, and everything is just perfect.
If you do it right you'll take some of the edge off fo sho

Speak it! a) speaking it will help you get over your anxiety about speaking in groups and presumably speaking in English. b) since you are an exchange student (I had assumed earlier that you were giving a presentation in an English class within Norway) and everyone knows that English is not your mother language they will be very understanding with any minor mispronunciations or gramatical errors you may make.
FYI, it has always been my experience that people who were not raised speaking English often speak better English then those who were. That being said, I'm in Toronto Canada, we speak the worst English going.... I have no idea how it is in Australia.
