Law is only law if it can be enforced...that means international law effectively only applies to weak states (unless it is economic international law then the EU and US have the power to enforce it against each other)

I dont think its Bush per se, I think its more the behind the scenes people, the neocons. When Bush came to power I dont think he could have given two shits about the "outside world" but the neocons did.
