I dunno, I think they'd make the link immediately. (toxin in blood stream was the cause of death) And shipping cocaine around the continent and making sure everyone does it simultaneously isn't an easy task.
Not only that but most street dealers would test the shit prior, and I think the link in the chain would be broken well before that. Even if the Columbians would agree to distribute, the lower level dealers wouldn't dare kill off their clientel.
The whole thing sounds like American anti-coke propaganda.
