There are too many stickies, and most people will never bother to look in them. "Read here before you post", "Attn all dumbasses", "Tutorials", etc. These kinds of things never catch people's attention for some mysterious reason, and they don't have that much info. OR the info is on many pages between unnecessary discussion. And search isn't something many people are good at.
If there was only one sticky for all the repetive questions (and I mean ALL) and basic concepts, everyone would check them. Like I said, it would take awhile, but it would be worth it. I might make it by friday or something. It should be alphabetized too.
