Yup - people who have had the occipital lobe removed/damaged still respond subconciously to visual stimuli. They have no awareness of what they've seen, but visual phenomena (such as fear conditioning) still occur. Scans show that subcortical areas are acivated. reminds me of this show where they took a girl, blindfolded here so it was completely dark and taught her brail. They took brain images along the way and after a week er so, I forget the period of time actually, but the result was that her occipital lobe (responsible for visual processing) was going crazy with activity when she was reading brale. so she was like visualizing the brale.

Not really, I know designers can even choose how (and what) computer voices will read the content.

there was a blind TA, i had a discussion with him/her and i was asking about how they were able to post and read other posts.
for all i know i couldve been taken for a piss, but it seemed genuine enough for me
And yes blind people can dream... but only in black & white.
