as for loungey places playing house music? You might be able to catch some tunes at Temple on Thursday Night (I know jollins hits that once in a while)
Look into Cielo for Thursday/Sunday night EDM parties (also a scene ie: dress to depress ala meat packing trendy scene)
Opus22 also brings some EDM on various nights.

I also think TFST.NYC might be doing something, not 100% sure. TFST.NYC is a TA ran party at a small local club downtown.

I'd suggest checking out the lower east side strips to hop bars (usually no cover - $5 if anything). You'll find a various selection of crowds down there which are all casual (jeans sneakers t-shirt) and wont kill your wallet. mostly from 14th st to Houston Street on Avenue A and B. There are also some 1st-2nd Ave bars that you could hit. If you want to stay in that area, my suggestive block would be 14thst down to houston st and from 2nd avenue over to avenue b. grab a city map and you'll be able to see that these streets like almost all city streets are essentially a grid. downtown means lower numbers, uptown means higher numbers. avenues go from the east side to the west side Avenue C - 12th Avenue.
