There has been minimal decrease in the number of new smokers over the last 5 years. All the government is doing by increasing the cost of cigarettes is causing more theft and more cross boarder shopping. When it comes down to it....we are all paying for the theft of these cigarettes because ultimately insurance companies pay for it.
