agree with the rest, dont do it!! AMD is better than pentium tho, (here we go with the arguments!) and definately, no question, go with a dual processor. format the HD when you get it to split the large section too. Go with pro tools if you can buddy, provides your outboard sound, over headphones aswel as line level outputs and has inputs for recording outboard gear and mics. Oh ye and check the MHZ clock speed on the Front Side Bus of the cpu and the Ram. Look at no less than 800MHZ front side bus for the cpu (intels current rate) and try to for 533MHZ DDR2 RAM. Pleasure to help.

Remember the sound card you have right now is for playback purposes and isn't meant for studio so you have to get another souncard preferably with ASIO drivers because it seems the standard for all of these damn production software.

I think the splitting thing you are referring to is called disk paritioning. She/he can also buy a secondary hard drive and use it for music but partitioning is the better option.
DDR2 memory sucks. Do not go with this memory. There have been numerous articles regarding this type of memory which conclude that the performance is relatively slower and experience higher latencies when compared to the DDR memory.
As far as checking the clock speeds. This is completely unnecessary as most AMD based pc's run beyond that bus speed.

Just out of curiosity, what do the pro's prefer in a music making computer? (by pro's I mean people whom make a living composing electronic music)

I suggest hitting up www.newegg.com and looking for parts to build your own computer. You will end up spending maybe $1000 for a computer that will rip apart anything in it's path heh.
