here's a practical example of an advantage of this system, a person such as myself, who feels no national pride whatsoever, does not want to serve in the military, yet is forced to simply due to the fact he was born there.
he doesnt want to serve a nation which forces him to serve with no other (legal) options, his options at the current scheme of things are to either conform against his wishes, or to commit a crime (AWOL, renegade, etc, or a felony that will insure disinterest from the military).
his choices under my proposed scheme would be either to stay in the country and serve his country's army, or leave the country to go by the laws of other countires (ones which wouldnt force him to serve in the military most probably).

people are idiots (hypothetically of course) regardless of the scheme of things, and after your choice you'll get punished, not your guardians (if you do anything not in accordance with your country-of-choice's laws).

the main intention here is not to let a person decide when, it's to decide where.
