No, the way it works is this.
If a seller rips you off and it's through pay pal, they can actually go in and debit the seller for you, all you have to do is dispute the trade. The seller then has the burden of proof on their part to prove that they sent the item.
If you pay with American Express for example and pay pal still don't help you, as long as you prove that you have contacted them to try and resolve the dispute, AMEX will help you (Used to work for them amongst many other jobs I have had) not sure about the other cards.
Western Union don't offer this service so you are on your own if you get scammed. This doesn't mean that if you pay that way you are going to get ripped off, but there is a greater risk of it. The credit card issuers however have no right to go in and help you if you pay via western union as the transaction is between them and you. Pay Pal actually are the official payment method for e-bay so have the obligation to do so.
