Pope Julius chose the date that we use today in 300 A.D. The reason the December date was chosen was to supplant the various pagan winter solstice festivals with the Christian holiday.

Its because of this (or other details such as the above) why Jehova Witness's won't celbrate Christmas. (well thats the reason I was told from a Witness co-worker here at BDO)
