*APPARENTLY* It's also a CRTC regulation that two cable companies cannot operate in the same geographic area. I don't know how accurate this is because it came from the anals of the Roger Cable Customer Service Training Binder.

I don't remember the answer at all, but I think it's sort of a combination of technical and marketing. Someone correct me if this is wrong. One company per area. Dominance over the local market. Only one signal on each cable instead of 2 fighting with each other. Less physical cable to lay down, and cheaper to maintain.

I had 'expressvu for condos' (VDSL) for a couple of weeks, and it honestly sucks. No HD channels, internet is capped at 3Mbps (for now at least), BUT, they have some really good plans, and since this type of service is new, they are willing to negotiate if coming from Rogers. So far, I have had no problems with Rogers (except for the damn torrent thing), so a few dollars a month wont make me change my mind.

k i agree rogers charges too much if we want them 2 disappear we have to STOP SUPPORTING THEM if they dont have customers they have no money and no money no company

Actually that's exactly the reason. The cable infrastructure is not like the phone infrastructure where each individual line is easily addressable / can be swapped / handed off to a reseller.
There is only one signal that runs down the cable (and especially with the bandwidth needed these days for things like Video-on-demand and HDTV), there is not enough room to have 2 competing carriers both transmitting their signal down that wire. It also doesn't make financial sense for 2 separate companies to each string their own wire across every telephone pole, through every sewer so that each house ends up with 2 cable drops that they can pick from.
