what you want to do is give it a quick wash with a 50 50 mix of muriatic acid and water to etch the surface, then get a high quality concrete paint and paint it. if you dont etch, the paint will chip and peal too easily

...however i don't know what kind of equiptment this would require.
I do just happen to have a half-gallon of muriatic acid although i'd have to do some reading before i dared use it. If it eats through concrete i imagine it's probably somewhat dangerous.
