Well yes, hopefully the President wouldn't be so completely clueless as to wake up and find LA nuked. Then again...

If I were the president I'd:

1)Raise the threat level to red
2)Declare martial law in LA and enforce tighter security at all major cities especially the washington d.c. area
3)Suspend all air travel to and from the U.S. with the exception of business trips to avoid an impact to the economy.

After that, I really wouldn't know what to do next.

Ummm no because the US would know exectly where it came from if it was an air strike and would take about 2 days to figure out who it was if it was a local explosion.

Those are good steps.

The next should be to gather all the intelligence agencies and figure out what exectly has happened.

Then I guess inform the UN that we're about make someone extinct, like that would do any good since they are so incompetant.

I wery much doubt that. If someone managed to bring a nuclear device to the hart of LA and detonate it there, he would probably also manage to cover up his tracks. Nuclear weapons have a nasty habbit of making a mess.

i highly doubt someone would manage to bring one in in the first place, and don't underestimate intelligence agencies, they have ways of tracking shit, where it be advance warnings or them being involved.
