It is a high pass filter. However, due to gradual roll off you still have attenuated lows down to 30hz and lower. You then use a second band set as a notch filter set very narrow and pull just the 40hz freq back up to 0db. This keeps the kick very clean and still gives you the lowend 'thump' at 40hz. To fine tune it you then sweep the band between 30-50hz listening carefully for the 'sweet spot' in your subwoofer. When you find it, all of a sudden your kick will sound tight, clear and in tune. You could also use a shelf instead of the HP but it doesn't produce quite as clean results.

Hmm... Well I quess that works when you do it with a plugin in non-destructive editing. Remember though that if the sample has gone trough analog at any point, there is a noise floor. And if you would first attenuate the volume at 40Hz close to zero destructively, then bring up the volume again, you would have a really bad signal/noise ratio and reduced bit depth.
