This bill in various forms has been passed and then removed several times over the last couple months.
It was finally done and settled when someone reintroduced it to the floor 2 weeks ago or so due to pressure from record labels and artists because of the law that had passed for the Global License ( allowing any form of downloading for use in private if you pay a monthly fee of 7 euros ).


I could just paraphrase my explanation of the whole ordeal by saying it is one big mess that isn't anywhere near settled.
