holy shit , that effect really sucks. in india too ppl have started putting that effect in the local tracks proudly and its so irritaing, i just feel like taking a rocket launcher and blowing up the speakers. lucky for them, i am in chi-town now
like the other member's have correctly said it seems to be a vocoder. have u listed to the blue song by eiffel65, that also uses a vocoder.

It is claimed (by the producers) that it was originally done with a digitech talker. But it sounds EXACTLY like antares autotune. So it's probably a case of producers not wanting to give out techniques and making up complex bullshit. That happens more. Regardless of how it was originally done, the most straightforward way to get that effect would be autotune.

I use atotune in smal amounts on vocals but not the cheer vocals i use it very litle to give the tech sound. it works great. and sounds cool. if you over do it and kille some notes it will give the sound your looking for , to make it extreme use a vocoder on the atotune =).
