It frees up police resources to deal with the distribution problem, rather than the drug users themselves. Arresting drug users usually has little impact on the trade and distribution of drugs. However, by targeting the distributors and producers of drugs, the police are trying to focus their efforts on those who profit from the drug trade and use violence as a business practice. This type of program ideally should be implemented in conjunction with a harm-reduction program for drug users, in order to mitigate the increased use of drugs after decriminalization.
